Namaste / Ni hao !

It is my great privilege to attend this important program organized by the International Department of Central Committee of Communist Party of China. Let me express my Gratitude to H.E. Song Tao for inviting me to this important program. I am confident that such program will enhance understanding and further strengthen the strong bonds of ties between the parties of south Asia.

This program is highly pertinent in the context of recently concluded Sixth Plenary Session of The 19th Central Committee of CPC held from 8 to 11 November in Beijing. Let me congratulate, on behalf of Communist Party of Nepal (Maoist Centre) and on my own behalf, to General Secretary of the Central Committee of CPC, H. E. Xi Jinping and all the 95 million comrades of CPC for successful conclusion of the meeting with greatly significant resolutions for China and entire the world.

In my view, the resolutions of Sixth Plenary are significant because of the following three reasons:

First, The plenary briefly evaluated the principles pursued by the party and underscored the great achievement of ‘building a moderately prosperous society in all respect by the first centenary of the establishment of CPC. The plenary further appraised the challenges ahead before providing a resolute direction for the party to embark on a new journey,  the second centenary goal, of building China a socialist modern country in all respects.

Second, the resolutions ushered new era for peaceful development of China and the entire world while the world is grappling through turbulence and great uncertainties after the COVID-19 pandemic. The COVID-19 pandemic has taken away more than five million lives by the end of October 2021 and many countries are still struggling hard to control COVID-19 pandemic and to revive their economy fettered by the pandemic. They are looking for substantive support from China for securing their people’s life and economic recovery at the earliest.

Third important aspect of the resolutions is an offer for win-win cooperation between and among the countries in the world for building a community of shared future for mankind.

The gap between developed and developing countries has alarmingly widened in post COVID-19 pandemic scenario due to highly narcissistic behavior of most of the developed countries in the world. Developed countries have been hoarding more than required quantities of vaccine for their population pushing developing countries at the edge due to the lack of access to vaccine for their most vulnerable population. The developing countries are forced to procure strictly controlled vaccines by cutting down the basic development needs of their populace.

I would like to applaud the government of China and Chinese people for their invaluable and generous support, extended to Nepal in her development endeavor in general and vaccine and life saving medical supplies in the fight against COVID-19 pandemic, in particular at this moment. The saying goes as ‘a friend in need is a friend in deed’, is a corollary of Nepal-China good neighborly relations. I am also pleased to note that China is the single largest source of COVID-19 vaccine for Nepal at present.

The 6th plenary session of the 19th CPC was held in an complex and grave situation over the past year under the combined impact of worldwide changes of a scale unseen in a century and the global corona virus pandemic. I would like to underscore the ten aspects highlighted in the plenary that help succeed CPC in leading the people in great endeavors and accumulating valuable historical experience to lead the country ahead. I also believe that many of those ten aspects such as ‘Advancing theoretical innovation, maintaining a global vision, standing up and staying independent, promoting the united front, and remaining committed to self-reform’ are quite relevant for us as well and can be reviewed as useful lessons in our own party life. I would like to express my best wishes to the Chinese Communist party with Comrade Xi Jinping at the core position on the Central Committee and in the Party as a whole for achieving second centenary goal and rejuvenating Chinese society and building community of shared future for mankind globally.

Let me briefly talk about Nepal China relations and way forward. Nepal firmly adheres to one china policy and considers Taiwan, Hong Kong, Xinjiang and Tibet issues are China’s internal matters and are inalienable part of China. Nepali people, The Communist party of Nepal (Maoist Centre), and the government of Nepal commend China’s principle stands on Nepal’s sovereignty, territorial integrity and non-interference on internal matters. The bilateral relationship between the two countries characterized by equality, harmonious coexistence, ever-lasting friendship and comprehensive cooperation has been continuously growing over the past 66 years of diplomatic relations. We are in the journey of jointly pursuing common prosperity and maintaining peace, stability and development in the region.

Let me recall the historic visit of president Xi Jinping to Nepal in 2019 and understanding reached during the meetings. We have to make time bound action plan to implement the agreements and understandings. Nepal sees greater prospects of development and prosperity by working together with China under the broader framework of ‘Strategic Partnership of Cooperation Featuring Ever-lasting Friendship for Development and Prosperity’ and as per the spirit of the MoU on Belt and Road Initiative for developing a community of shared future for mankind in trans-Himalayan region. We enjoy trouble free relations. Communist Party of Nepal (Maoist Centre) greatly values its relation with China and the CPC and is looking forward for fostering better relations in the days ahead.
